Controversy in the Kingsport Polcie ranks. The TBI has been called in to investigate a former sergeant in the department, who at some point, is accused of sending an inappropriate picture to a child. Daniel Horne, who is also a SUllivan COunty Commissioner, resigned his job on May 17th, according to a city statement. He had been placed on administrative leave. The alleged inappropriate picture was taken at work while he was in uniform. The city says Horne sent the picture to someone on social media, who then spread it further without his consent.
