A Carter County corrections officer has been arrested after allegedly smuggling contraband into the county jail facility. Arrest records show 32 year old Leonard Stratoon the Second, of Elizabethton, was booked into the facility for allegations that he brought in illegal narcotics and tobacco with the intent to distribute the items to inmates. Stratton was being held in the jail on a 10-thousand dollar bond and the sheriff’s office says additional charges are pending.
