Virginia lawmakers have passed legislation allowing recreational retail sales of marijuana next year, if approved by Republican Gov. Glenn Youngkin. The state would begin taking applications for cultivating, testing, processing, and selling the drug on September 1, with products taxed at up to 11.625%. The legislation allows localities to hold a referendum on prohibiting retail marijuana.
