A Carter County man and woman have been charged with child abuse after their 2 year-old toddler was found alone in a yard. The toddler was found running across the grass in front of an apartment complex. The parents, Ibrahim and Miram Boateng, arrived at the apartment with their 1-year-old child and left the 2 year-old child at the apartment due to being asleep. Both children were placed in DCS custody, and the parents have been charged with one count of child abuse and neglect.
