Several bills in Tennessee aim to expand charter schools and lessen the power of local school districts to stop them.One of the bills would create charter boarding schools for kids deemed at-risk, including children who are homeless, in foster care, or live in poverty. It would also create charter schools available for homeschoolers. Officials say the other would put in place a cap of 25 percent of students coming from outside the school district.
