The city of Kingsport is partnering with a local agency to help families pay overdue water bills up to 250 dollars.It’s made possible through the Upper East Tennessee Human Development Agency’s low-income household assistant program.To qualify, a family of four must earn less than $51,000 annually, while a family of three would need to earn less than $43,000 annually.
