Johnson City commissioners are expected to once again delay Thursday night’s vote on annexing a proposed 500-home development in Grayuntil May.That comes after planning commissioners decided to ditch plans for an overhaul of zoning rules.“While there were good intentions in developing those districts, it does not make much sense at this point to continue that with an impending growth plan that will be done in the next year or two,” said Will Righter, interim director of planning and development services.
