Johnson City police arrested and charged Scottie Leach of Elizabethton with burglary. Apparently, Leach was attempting to break into a parked vehicle by 2701 West Market Street, according to the Johnson City Police Department.Investigators then discovered Leach had fled the area in a maroon Ford Mustang.Officers were provided the registration of the mustang and obtained an Elizabethton address from the owner’s information. Leach is now in the Washington County Detention Center.
