First there was speeding 20 miles over the speedf limit and caused law enforcement in Carter County to pull over 22 year old Joe Nathan Govan from Charlotte, North Carolina in Elizabethton. Then there was theb discovery of firearms and drugs cccording to a release from the Carter County Sheriff’s Office.The release states a traffic stop was conducted on Highway 67.
