Virginia Gov. Ralph Northam announced that attendance for outdoor graduation events this year will be capped at 5,000 people or 30 percent of the venue capacity, whichever is less.For indoor ceremonies, attendance will be capped at 500 people or 30 percent of the venue capacity, whichever is less.These tentative plans have been reviewed and are expected to be included in an April 1 update to the governor’s executive order.
